Since I have so far been unable to setup the arm VM on oracle so decided to focus on fixing the issue i have been running into with the x86 VM. I setup the vm with oracle linux minimal and a public ip. To fix the issue with dnf hanging i ran the following commands that also installed docker.

sudo fallocate -l 2G /swapfile
sudo chmod 600 /swapfile
sudo mkswap /swapfile
sudo swapon /swapfile
echo '/swapfile none swap sw 0 0' | sudo tee -a /etc/fstab
sudo systemctl disable --now kdump.service
sudo grubby --update-kernel=ALL --remove-args="crashkernel=1G-64G:448M,64G-:512M"
sudo reboot
sudo dnf clean all
sudo rm /etc/yum.repos.d/oci-included-ol9.repo
sudo rm /etc/yum.repos.d/oraclelinux-developer-ol9.repo
sudo dnf update
sudo yum remove -y docker docker-client docker-client-latest docker-common docker-latest docker-latest-logrotate docker-logrotate docker-engine
sudo yum install -y yum-utils
sudo yum-config-manager --add-repo https://download.docker.com/linux/centos/docker-ce.repo
sudo yum install -y docker-ce docker-ce-cli containerd.io docker-compose-plugin
sudo systemctl enable docker
sudo systemctl start docker
sudo usermod -aG docker $USER

This allows me to use the 2 free vms and see what i can do with them.
